Do the recent Highway Code changes apply to Northern Ireland?

There were significant changes made to The Highway Code on Saturday 29 January 2022. The major revamp, which includes a new “hierarchy of road users,” has already impacted many motorists, cyclists and pedestrians who were unclear about the new rules. With mixed messages in the news and on social media, the confusion has led many to ask whether these changes impact Northern Ireland directly? We’re here to set the record straight.

According to the Department for Infrastructure, the January 2022 changes to the Highway Code do not directly apply to Northern Ireland. These changes only affect England, Scotland and Wales.

Northern Ireland has its own Highway Code. NI Direct’s Introduction to the Highway Code says: “The Highway Code is based on the Great Britain version. Although Northern Ireland road safety legislation continues to be brought into line with that in Great Britain, there are some differences which it has been necessary to reflect in this issue.”

Because of the recent confusions surrounding the Highway Code update, the Department for Infrastructure recently revealed that they are currently preparing a new Road Safety Strategy for Northern Ireland. They are considering making changes to the NI Highway Code based on a consultation that was launched on 15 November 2021. The changes will be revealed in a new strategy that will be published by spring 2022.
